Construction Updates

Below are updates and detailed information on projects currently under construction or planned for construction in 2019. Please understand that project milestone dates given below are estimated and weather dependent.

Gougar Road Water Main Extension 

The project involves the installation of a water main connection between Well 14 and 163rd Street. The distance is approximately 6,900 LF. ROW and/or Easement acquisition will be required for the project as well. The project also includes the installation/relocation of one pressure reducing valve station.

Preconstruction activities completed March 2019. Construction began May 2019.

Recent Updates
2/21/20 – Landscaping restoration complete. Water main testing complete. PRV station assembly complete. Preparation for installation of PRV station began 2-17-20.

10/28/19 – Water main installation complete. Preparation for landscaping restoration to be complete by 10-30-19. Airy’s to install new PRV station starting Spring of 2020.  

9/24/19 – Water main installation complete on Division St and installed from 167th to Oak Prairie Junior High School property. Approximately 500 ft of water main installation remain.  

7/1/19 – Approximately 2500 ft of 16" water main installed along Division St near Prime Blvd. Watermain direction boring began at 159th & Gougar.  

2nd - 5th Street Water Main Replacement & Roadway Reconstruction 

The 2nd – 5th Street Water Main & Roadway Improvement Project includes the following: existing asphalt pavement removal and replacement, concrete curb and gutter removal and replacement, driveway apron removal and replacement, and side walk installation. Utility infrastructure improvements include installation of new inlets, manholes and storm sewer pipe; installation of new water main and water services, and related restoration including sodding and temporary erosion control. This work will be completed on 4th Street from State to Madison, Washington Street from 5th to Thornton, Madison Street from 5th to 2nd, 3rd Street from Washington to Madison, Hamilton from 4th to 5th, and 8th Street from Hamilton to Washington.

Recent Updates
3/4/20 – Ongoing water main installation on 4th street. Approximately 2000’ of water main installed. Nicor crews continuing gas main relocation on State and 4th and on 3rd Street from Washington to Madison.  

2/21/20 – Austin Tyler began installation of water main on Madison from 5th Street - 4th Street. Installation of water main continuing this week on 4th Street from Madison Street - Hamilton Street.

14th - 18th Street Water Main Replacement & Roadway Reconstruction

The planned work consists of roadway reconstruction of approximately 7,500 linear feet of centerline including existing asphalt pavement removal, new concrete curb and gutter, hot mix asphalt (HMA) pavement and driveway aprons. Utility infrastructure improvements include storm water management consisting of the installation of new inlets, manholes and storm sewer pipe, new water main and water service constructions, and related parkway restoration including sodding and temporary erosion control. The related work will be completed on; Hamilton Street from 13th to Division, 14th Street from State to Washington, 15th Street from State to Division, 15th Street from Washington to Lawrence, Jefferson Street from Division to 16th, Hamilton Street from 17th to 19th, 18th Street from State to Lawrence, Madison Street from 17th to 18th, and Lawrence Street from 18th to Whelan.

Preconstruction activities completed February 2020. Construction began February 2020.

Recent Updates
3/4/20 – Tree removal complete. Ongoing water main installation on 18th street. Approximately 1200’ of water main installed. AT&T crews continuing utility relocation on 18th from Jefferson to Lawrence.  

2/21/20 – Austin Tyler began staging and preparing for water main installation on 2-18-20. Tree removal began on 2-21-20.  

IL-7 Frontage Road Bridge Repairs  

This project involves web repairs of the beams at piers 2 & 6 and full deck replacement. Replacement/relocation of the expansion joints where the deterioration is occurring is also included.

Preconstruction activities completed April 2019. Construction to begin Summer 2019.

Recent Updates
2/21/20 – Sand blasting operations complete. Bridge structure painting complete. ICC continuing pier repairs. Currently in cold weather shut down. Operations to resume in Spring. 

10/28/19 – Sand blasting and painting currently 50% complete.

9/24/19 – Construction activities delayed due to utility relocations. ICC began deck removal on 9-12-19. Preparation for painting operations began 9-18-19.

7/1/19 – Preconstruction meeting held 7/2/19.

Well 15 Water Treatment Facility Construction

Project includes construction of well house water treatment facility.

Public Information
The construction of the Well 15 Ion Exchange Water Treatment Plant (WTP) was financed by the Drinking Water State Revolving Fund (SRF). The SRF is administered by the Illinois Environmental Protection Agency and receives a portion of its Money to fund these types of projects from the U.S. Environmental Protection Agency. This project includes the construction of a new Water Treatment Plant and piping improvements to connect the new water treatment plant to the distribution system. Once Complete, this WTP will improve water quality for the residents and businesses in Lockport by providing higher quality water than the existing wells. SRF programs operate in each state to provide communities the resources necessary to build, Maintain, and improve the infrastructure that protects one of our most valuable resources: water.

Recent Updates
2/21/20 – Project construction began week of 2-10-20. Thieneman began foundation work. Preparation for underground utility installation began.

10/28/19 – Project awarded to Thieneman Construction.

9/24/19 – Bid letting held 8-23-19.

Projects Completed in 2019

Hamilton Street Parking Lot Reconstruction
This project will involve the reconfiguration, resurfacing and additional of drainage improvements to the Public Hamilton Parking Lot.

Division Street Water Main Replacement
This project involves the replacement of water main from State St. to Briggs St. The project will include resurfacing within the project limits and landscape restoration.

17th & Jefferson Water Main Replacement and Roadway Reconstruction
Project will involve the full reconstruction of 17th Street, from Washington to Madison, and Jefferson Street, from 16th to 18th. The project will include full removal and replacement of pavement and base, curb and gutter, storm sewer and landscape restoration.

Well 15 Well Drilling
Project will involve the drilling of a new deep well at the existing Well 10 Site, along 151st Street, just west of I-355.

2019 Sidewalk Program
Project to include removal and replacement of sidewalk throughout Lockport that has been deemed unsafe. Sidewalk requests accepted for 2019 Sidewalk Program through May 3, 2019. 

Farrell Road Bike Path
Project to include installation of 8’ bike path along Farrell Road between Division Street and 163rd.

Division & Gougar Intersection Improvements and Signalization
Project will include the widening of both Gougar and Division at the intersection, to include turn lanes. Project will also include a traffic signal (including pedestrian signals), curb and gutter, storm sewer and landscape restoration.

Milne Creek Streambank Stabilization
Project to include installation of stream bank stabilization on a severely eroded portion of Milne Creek just north of Adams Street.

2019 Resurfacing Program
This project involved resurfacing, patching, curb repair and sidewalk repairs across the City. Locations are various across the City.

2019 Storm Water Program
This project involved the installation of approximately 300 ft of storm sewer along the rear yard drainage easement at Lisdowney Street. Drainage improvements alleviated long standing flooding concerns for residences backed up to the drainage easement.

163rd & Gougar Signalization
This project will include the installation of a traffic signal utilizing the existing geometry at the intersection.

2019 Pavement Marking Program
Pavement marking maintenance is vital to maintaining safe roadways and intersections for both vehicles and pedestrians.

2019 Crack Filling Program
Crack filling is a cheap and useful roadway maintenance operation implemented to prolong roadway lifetimes while saving costs in resurfacing and pot hole repairs.
