On Wednesday, May 6, at their regularly scheduled Committee of the Whole (COTW) Meeting starting at 7 p.m., the City Council will discuss further deferment of the Redwood Development Project (Farrell Road) PZC Case No. 2019-023. During the meeting, the Council will identify a date that the case will be deferred to. There will be no vote on the Concept Plan at the meeting. We will continue to update you on the progress of the case in the coming weeks. If you would like to watch, refer to the methods outlined in the April 22, 2020 update below.

In addition, Mayor Streit would like to invite interested residents to participate in a question/answer session related to the Redwood project. To stay within the Governor’s requirements, he will accept groups of nine (9) per discussion. Social distancing will be observed. Please send an email to if you are interested in participating. 

Meetings will be held at City Hall, 222 E. 9th Street, Lockport, IL 60441 in the gymnasium and last approximately 45 minutes. The first meeting will be held on Wednesday, May 6 at 6 p.m. and an additional meeting date on Wednesday, May 13 at 6 p.m. and 7 p.m. Zoom meetings for those who do not feel comfortable attending in person will also be set this month for residents to discuss Redwood with the Mayor. On Wednesday, May 6, at their regularly scheduled Committee of the Whole (COTW) Meeting starting at 7 p.m., the City Council will discuss the Concept Plan submittal for the Redwood Development Project (Farrell Road), PZC Case No. 2019-023. There will be no vote on the Concept Plan at the May 6th COTW meeting, the formal vote will likely occur at the City Council meeting on May 20th. This case was first presented to the City’s Plan & Zoning Commission which heard the public comments and recommended the approval of the Concept Plan with certain conditions at PZC Meeting on Tuesday, March 10. 

The City Council recognizes that there is a high level of interest on this proposal from the neighboring residents, and City staff is actively working to integrate public comment into this part of the review process. To that end, and in recognition that we may, or may not, still be under a ‘Shelter in Place’ order on that day, we have identified two tracks for how the meeting will be conducted. 

If the Governor’s Shelter-In Executive Order is still in place, a majority of, if not all, members of the City Council will participate via a Zoom virtual meeting platform, as they did for April’s open public meetings. A maximum of 10 people including City Staff and petitioners will be allowed in the Council Chambers at any one time. Any members of the public wishing to address the Council during the specific agenda item or during the public comment portion of the meeting will be escorted to other conference rooms with live feed to the meeting until the item on which he or she wishes to address the City Council comes up. In addition, the City will be reaching out to the adjacent Broken Arrow and Lago Vista Homeowner’s Associations to request that each HOA have a representative present a summary of the comments and questions at the meeting if so desired. 

If the Governor’s Shelter-In Executive Order has been lifted and the OMA’s requirement of a public body to be physically present for an open public meetings reinstated, the majority of the members of the City Council will be present in the Council Chambers and the meeting with be conducted observing social distancing and abiding by any applicable limitations on public gathering guidelines, rotating groups in to maintain the appropriate number of people allowed in the Council Chambers.

For all scenarios, if you do not feel comfortable being in person, emails with questions or comments can be sent in advance of the meeting to which will be accepted up to 24 hours prior to the meeting time, entered into the public record and available for Council review. The applicant will be asked to respond to non-duplicative questions during the meeting. 

In addition, the meeting will be broadcast live via the following locations – Consistent with the City’s pre-COVID standards and protocols:

  2. Lockport TV on YouTube
  3. LCTV on Comcast Channel 6 and AT&T U-Verse 99

March 30, 2020

On Tuesday, March 10, 2020, PZC Case No. 2019-023: Concept Plan for a Proposed 160-Unit Single Story Apartment Neighborhood - Redwood, was presented before the Planning & Zoning Commission at their regularly scheduled meeting. This concept plan will not be presented at the Committee of the Whole (COTW) Meeting on April 1. This case is planned to be presented at the COTW meeting on May 6.

This case has not moved forward for consideration by the City Council, and is not included on the Committee of the Whole meeting on April 1. The concept plan is planned to be presented before the City Council at their Committee of the Whole Meeting on May 6, 2020 to allow interested residents to attend the COTW meeting in groups that may be larger than the current State of Illinois mandated gathering limitations due to COVID-19.

*Due to the unprecedented circumstances surrounding COVID-19. the City will take additional concerted actions in good faith to notice residents as much as possible if any changes are made to the planned presentation before the City Council at the Committee of the Whole Meeting on Wednesday, May 6.
